Temporary Street Mural on N Charles St

The Charles Town Now Design Committee seeks artists to design and install (with the assistance of volunteers) a mural for the 100 block of N. Charles St. This opportunity is open to all mural artists, but preference will be given to those local to the Charles Town, WV area. The deadline for design consideration is May 5, 2022.

ABOUT THE CALL
This call aims to provide opportunities to local artists that will help bring awareness to the Charles Town Arts & Culture District and who want to help celebrate West Virginia Day, Juneteenth, and Pride month.

The mural will be installed on the asphalt of the 100 block of N. Charles St, Charles Town, WV. The street is 32 feet wide and 270-273 feet long. The mural will consist of nine 16 foot wide 5-pointed stars running down the center of the street in 3 groups of 3. The stars within the group of 3 will be 3 feet apart. The groups will be 27 ft apart from the intersections at either end of the street and each other.

The total budget for this project is $6,000, including materials and artists compensation. The artists can expect payment after the completion of the mural installation. Compensation will be based on materials purchased and number of selected designs. After the selection process and selection notification, a member of the Design Committee will work with the artists to select paint and materials needed to complete the installation. The City of Charles Town will be responsible for obtaining any necessary permits, shutting down N. Charles St for the day of installation, and for street sweeping the area prior to installation. This call has three themes: West Virginia Day, Juneteenth, and Pride Month. The selected designs shall incorporate at least one of the three themes. Any designs that contain vulgar words or images will be immediately disqualified from consideration.

ELIGIBILITY
This call is open to all active professional and emerging visual artists, but preference will be
given to those local to Charles Town, WV and Jefferson County, WV. Experience in creating and painting
murals is preferred. Artists may submit more than one design. Artists must be able to travel to Charles
Town, to install their design on Saturday, June 4, 2022. Inclement weather date: June 11, 2022

APPLICATION DEADLINE
Thursday, May 5th at 6:00pm eastern standard time. Please allow ample time to complete your
application; applications submitted after the deadline will not be accepted. If you are experiencing
technical difficulties, please reach out before the deadline.

APPLICATION REQUIREMENTS (to be submitted online)
• ARTIST APPLICATION Please fill out all required fields in the online application, including the information
below.
• PROPOSED DESIGN Please submit a digital copy/scanned original design. It is not necessary to use the
attached template, but the design must be within a 5-point star. Please note there will be a 6 inch white
border within the star. It is not required to use the colors provided.
• ARTIST’S STATEMENT (not to exceed 150 words) Please write a brief description of your artistic intent –
inspiration, point-of-view, techniques, etc.
• ARTIST’S BIO/RESUME (not to exceed 150 words) Please summarize your background and artistic
influences, training and significant achievements.
• UP TO FIVE IMAGES OF EXAMPLE ARTWORK Artists are encouraged to submit images of past murals;
however, this is not required.

SELECTION CRITERIA AND PROCESS
Artwork will be selected based on the following criteria: artistic merit, incorporation of at least one of the three themes, and mural experience. Artists residing in Charles Town, WV and the immediate surrounding area will be given additional consideration by the selection panel. A panel composed of members from the Jefferson Arts Council, Charles Town Now Design Committee, Jefferson County NAACP, and City of Charles Town Infrastructure Committee will adjudicate submissions. The panel’s
recommendations will be presented to City Council for final approval on May 16th. The City of Charles Town reserves the right not to approve any designs.

GENERAL DESIGN GUIDELINES
• The artist must supply an original design that can be painted onto a flat surface (asphalt). The artwork is not required to be brand new and can be an earlier work from the applicant.
• The artist must own all rights to images and content used in the artwork.
• The artwork must be appropriate for display in public spaces and viewing by a general audience,
containing no advertising or branding, or graphic depictions of violence and sexually explicit material (including nudity).
• This mural will be temporary and is planned to be removed on July 5th, 2022.
