Large Light based Wall Art Mural Commission

Perth and Kinross Council and its partner Culture Perth and Kinross wish to commission a major new public artwork which reflects the ambitions of the City Development Plan and Lighting Strategy which aims to significantly enhance feature and decorative lighting to grow the city’s evening and night time economy.

As a result we are looking to commission a significant art work/ mural that incorporates lighting within the design, which allows the mural to change/take a different form in the evening. The work will be on long-term display (10 year+) in a key public area within the city centre subject to high footfall.
The form of lighting can be through any medium be that through graffmapping, LED panels, light tubes, UV or any other forms of Lumiere but it must not be secondary to the mural itself.

The proposals can be wide ranging however should reflect the city context, heritage and contemporary culture. The artist will be required to deliver artwork and a concept for the lighting design but will work with PKCs appointed Lighting Designers, Mechanical and Electrical Engineers and contractors to deliver this aspect of the project and therefore does not require to be technically qualified in Lighting Design.
The artist will deliver a mural or imagery which provides a stunning day time attraction which can be enhanced or changed in the evening with the use of lighting, be that through the likes of Graffmapping, LED panels, light tubes, UV Light, or any other forms of lumiere, however this must not simply be a case of ‘floodlighting’ a mural.

The client is open to alternative proposals for the incorporation of lighting as long as the key aim of having a visual piece by day which is changed and/or enhanced by illumination in the evening is maintained and is suitably sized for the wall.

The artist will deliver final designs following engagement and consultation with the local community, City Centre traders and schools and how this aspect of the commission will be delivered will form a key element of the assessment of submissions.

An agreement in principal was reached with the building owners and tenants at the start of July 2018 for this commission to proceed. Final design including fixtures, fixings etc. must be approved in full with the owners/tenants as part of the consultation process.
